"Elektra, one of the largest retail chains in Mexico, just launched, Ouifi, a mobile virtual network operator (MVNO) that will only offer WiFi services. It will offer only three services, wireless modem, mobile WiFi devices, and a surveillance kit. Elektra will do the sales and distribution of the service, while Altan Redes, the shared public 4G-LTE network, will provide the internet service. M4 Connectivity will provide the devices. Altan Redes is a public-private-partnership (PPP) project, between private partners and the Mexican government. In 2016, it was allocated 90MHz from the 700 MHz frequency band, and it started to build the network in 2017. Currently, its coverage already spans 56 million or 46% of the population. It has the target of 70% coverage by the beginning of 2021. The sharing of network by Altan Redes will allow more MVNOs to enter to this semi-monopolistic market." – Tina Lu
